ORD that this matter is remanded to the circuit court for an evidentiary hearing to develop the record and find facts as discussed in this order. The court shall hold the hearing and enter the necessary findings within sixty days of the date of this order. FRO that, unless Wren has retained counsel or the State Public Defender or the circuit court appoints counsel for Wren, the respondent shall order transcripts of the hearing held pursuant to this remand within ten days of the conclusion of the hearing. The respondent shall, within ten days after ordering the transcripts, file a statement on transcript in this court, with a copy to the circuit court clerk, that identifies by date the specific transcripts ordered. The respondent shall give a copy of this order to the court reporter(s) when ordering transcripts. FRO that, if Wren has retained counsel or the State Public Defender or circuit court has appointed counsel to represent him during the circuit court proceedings required by this order, then Wren shall order transcripts of the circuit court proceedings, file the statement on transcript, and give a copy of this order to the court reporter(s) within the above-described deadlines. FRO that the court reporter(s) shall serve and file transcripts requested pursuant to this order within sixty days of the date that the transcripts are ordered. FRO that the clerk of the circuit court shall transmit the record in this matter to the clerk of this court within twenty days after the transcript of the post-remand hearing is filed in circuit court. The record shall include the circuit courts findings, documents filed pursuant to this remand, and the transcripts of proceedings held pursuant to this remand.
