ORD that the certification is granted and the appeal is accepted. The court reserves the right to formulate the question certified and to determine the scope of its inquiry; and FRO that within 30 days after the date of this order the defendants-appellants, Dennis Franklin and Shane Sahm, shall file a brief in this court or a statement that it will rely on the briefs filed in the United States Court of Appeals for the Seventh Circuit; that within 20 days thereafter the plaintiff-appellee, United States, must file a response brief or a statement that it will rely on the briefs filed in the United States Court of Appeals for the Seventh Circuit; and that within 10 days thereafter the defendants-appellants must either file a reply brief or a statement that no reply brief will be filed; and FRO that the briefs shall follow the pertinent requirements of Wis. Stat.
